We pull every weekly bake of our Quiet Cities Index that falls inside May, across both this year and last. For each city, we average its quiet-score across those weeks. The ranking favors cities with sustained softness, not single-week anomalies.

The quiet-score itself blends three signals — current hotel pricing vs the city’s typical baseline, sample confidence, and a soft region-balance penalty so the index doesn’t skew all-European. See the live weekly Index.
