Very — the main streets (Honduras, Gurruchaga, Armenia, El Salvador) are lit and busy until late. The immediate blocks around Plaza Serrano are effectively a pedestrian zone on weekend nights. Standard urban caution applies to the quieter side streets.

For food, nightlife, and walking, yes. Recoleta is quieter and more upscale (think Parisian-style apartment buildings). San Telmo is older and more touristic. First-time visitors with three or four nights usually split between Palermo and one of the other two.
