B-52J Modernization Runs $3B Over Budget as Radar Upgrades Stall
The U.S. Air Force's program to upgrade its B-52 bomber fleet now faces a 38% cost increase and five-year delay, driven primarily by complications with new radar systems.
The United States Air Force's ambitious effort to modernize its fleet of B-52 Stratofortress bombers has ballooned to $21 billion—a 38% increase over initial projections—with initial operating capability now anticipated in 2033, five years later than originally scheduled, according to a late-July report from the Government Accountability Office.
The program will upgrade 76 B-52H aircraft to the new J standard through the Commercial Engine Replacement Program, which accounts for nearly three-quarters of the total modernization budget at $15.4 billion. While the centerpiece involves replacing aging Pratt & Whitney TF33 engines with modern Rolls-Royce F130 powerplants, the engine swap is not the primary source of cost overruns. Instead, integration of the Raytheon AN/APQ-188 radar system has driven approximately $3 billion in additional expenses and accounts for roughly 30% of the program's cost growth.

Development and flight testing for the upgraded bombers is now expected to commence four years behind the original timeline. The Air Force has yet to establish a formal cost and schedule baseline following a 32-month postponement of the program's Milestone B declaration, and an affordability study remains incomplete, according to reports.
The modernization push comes as the service grapples with maintaining a fleet of aircraft that increasingly relies on cannibalized components salvaged from retired airframes stored at Davis-Monthan Air Force Base in Arizona. Vendor availability for out-of-production systems has presented ongoing challenges, making the upgrades critical to extending the bombers' operational lives through 2050.
Progress suffered a significant setback in mid-June when a B-52 crashed at Edwards Air Force Base during radar system testing, killing all eight crew members aboard. The fatal accident underscores both the urgency of the modernization effort and the technical complexities involved. A second aircraft is now being modified to continue radar testing following the mishap.
The scope of improvements extends beyond engines and radar to encompass numerous technical upgrades across the aging airframes, part of a comprehensive effort to future-proof what remains one of the Air Force's most enduring strategic platforms.
